In accordance with Circular No. 2010/16, emergency healthcare services for all individuals are free without any distinction of private or public healthcare institutions, however the medical problem that the patient presents with should be within the category of medical emergencies.

Turkey has ben signing and executing international social security contracts with many countries. These bilateral contracts determine the legislation applicable to foreign individuals who are employed in a foreign country and implementation of equal treatment between national workers and workers of the sending country.

Individuals of foreign countries who have residence permit in Turkey and are not insurance holders under legislation of a foreign country are deemed to be holders of universal health insurance. In such a case a foreigner residing for more than one year in Turkey could apply to benefit from such universal health insurance in Turkey subject payments of insurance premium.

There are many private hospitals and clinics and a wide range of Turkish and international companies offering insurance plans covering healthcare in Turkey in addition to government insurance systems. Private health insurance plans provide citizens and foreigners access to private hospitals and clinics selected by insurance companies.

All temporary protection beneficiaries, whether residing in the camps or outside the camps, are covered under Turkey's General Health Insurance (GSS) scheme and have the right to access health care services provided by public healthcare service providers.GSS beneficiaries are also entitled to visit public hospitals and research and training hospitals in their province. Their access to university hospitals, however, is based on referral from a state hospital. In some cases, state hospitals may also refer a beneficiary to a private hospital, if the appropriate treatment is not available in any of the public healthcare providers in the province. In such a case, the private hospital is compensated by the GSS and the beneficiary is not charged.
