Healthcare System in Turkey

The healthcare system in Turkey has a highly complex structure. The Ministry of Health (MOH), universities and the private sector are the main health service providers. Healthcare system is composed of primary, secondary, and tertiary level healthcare institutions. Family Health Centers (Aile Sağlığı Merkezleri) and Migrant Health Centers (Göçmen Sağlığı Merkezleri) are classified as primary healthcare institutions. State Hospitals (Devlet Hastaneleri) and Private Hospitals (Özel Hastaneler) are classified as secondary healthcare institutions. Research and Training Hospitals (Eğitim ve Araştırma Hastaneleri), Public University Hospitals (Devlet Üniversitesi Hastaneleri) and Private University Hospitals (Özel Üniversite Hastaneleri) and Special Branch Hospitals (Özel Dal Hastaneleri) are classified as tertiary healthcare institutions.

Temporary protection beneficiaries are entitled to freely access preventive and curative services at the primary healthcare level. These providers are also resposible for screening of certain diseases, immunization for communicable diseases, specialised services for infants, children and teenagers as well as maternal and reproductive health services. Temporary protection beneficiaries are also entitled to visit public hospitals and research and training hospitals in their province. There are bilingual patient guides who provide translation services in state hospitals and migrant health centres. In situations where even the slightest misunderstanding could make a difference between health or illness, the patient guides serve not only as interpreters, but as bridge builders between caregivers and patients.

Only family physicians, general practitioners (GPs) and consultants (senior doctors who have completed a higher level of specialised training) can prescribe medicine and prescription medicine is only available from registered pharmacies.

Emergency care is available free for Turkish citizens including those without state health insurance. Emergency departments are open non-stop all year and can be reached by dialling 112.
